The National Capital Territory Amendment Bill (2021) was introduced on behalf of the central government in the budget session of Parliament. After the Lok Sabha, now it has also been passed from Rajya Sabha. There was a lot of uproar in the Rajya Sabha over the bill and opposition parties called it against the constitution. The rights of the Delhi Government and the Lieutenant Governor have been stated in this bill. But the Delhi government says that this bill has been brought by the Lieutenant Governor to form the government.
AAP said- have people voted for LG?
In the Rajya Sabha, Aam Aadmi Party MP Sanjay Singh said that, I have come here to demand justice for the two crore people of Delhi. He said that every member should raise their voice to save the country’s constitution.
Sanjay Singh said, “I have stood up to demand justice from all the members. I also want to tell the friends of the ruling party that if there is a constitution of this country, we will live, you will stay and this parliament will remain. 239 AA clause 6 of the constitution states that the elected Council of Ministers of the Government of Delhi shall be responsible and accountable to the Legislative Assembly of Delhi. Going to replace it with a simple modification. Your heart is non-constitutional. They are saying in this that LG means government, so have people voted for LG? Today you are finishing the Delhi Assembly. This bill is non-constitutional.”
After the address of Aam Aadmi Party MP Sanjay Singh, there were fierce slogans against the central government in the Rajya Sabha. MPs of all opposition parties raised slogans of dictatorial murdabad and stop killing the constitution.
Union minister responded to the allegations
In response to these allegations, Union Minister of State for Home Affairs G Kishan Reddy said that we are not doing anything against the Constitution. Only amendments are being made. We want to resolve the dispute that is going on. He said that, according to the Constitution, Delhi is a Union Territory. We have also told through this amendment that Delhi is a Union Territory. This will benefit the people of Delhi and the administrative system will be better. We want to bring an amendment on the order given by the Supreme Court.
Congress demands to be sent to select committee
Congress MP Mallikarjun Kharge said about the National Capital Territory Amendment Bill (2021), that at least 4 amendments are being brought in this bill. The intention is to snatch the elected government and representatives of the public from these four amendments and hand them over to LG. In this bill, there is a provision to consider LG as the government.
Kharge further said, “If you want LG to form the government then what is the need of elections?” It is against the constitution. To give power to the backdoor, you are giving all rights to LG. All executives are giving rights. If you want to do the same, then make it a panchayat. Our demand is that it should be sent to the Select Committee and the tradition of the Constitution should be followed.”
Apart from these MPs, Congress leader Abhishek Manu Singhvi, TMC MP Derek O’Brien, YSRCP MP Vijayasai Reddy, RJD MP Manoj Kumar Jha and leaders of all other opposition parties criticized the Centre’s bill and called it against the Constitution.
