Jeevan Pramaan Patra, How to submit Digital Life Certificate: Like every year, the Pension and Pensioners Welfare Department will run a Digital Life Certificate (DLC) campaign for the entire month of November this year as well. For this, a notification was issued by the department on 9 August in the current month. According to the notification issued, the DLC campaign will run in 800 cities across the country from 1 to 30 November.
Digital Life Certificate or DLC can be completed online with the facial authentication feature of Android smartphones. Apart from this, options like biometric devices, iris scanner, video KYC, LC through Gramin Dak Sevaks, India Post Payments Bank app and doorstep banking service provided by government banks can be used to submit digital life certificate. This is the complete process of submitting digital life certificate
First of all, you have to download ‘Aadhaar Face RD (Early Access) Application’ from Google Play Store in Android phone.

After this, download the ‘Jeevan Pramaan’ app.
Now you provide your personal information on the ‘Jeevan Pramaan’ app. In the app, you will have to provide information like Aadhaar number, mobile number, email ID etc.
After entering all the information you have to click on submit.
Now a one-time password (OTP) will be sent to your registered mobile number and email ID. Now enter the OTP.
After this, you have to enter the name written on the Aadhaar card and select the scan option.
You will be asked for permission for face scan. You have to click on yes.
To complete the face scan process, you have to click on ‘I am aware of it’.
After this your photo will be scanned and recorded by the app.
After the face record process is completed, the screen verify ID and PPO number will be submitted.

In order to ensure that pensioners get pension every month, they have to submit their life certificates in the month of November every year. Pensioners are able to submit digital life certificates using bio-metric devices, iris scanners, video-KYC through the IPPB app with the help of rural postal workers. To submit life certificates digitally, doorstep delivery facility is provided to super senior pensioners of public sector banks so that very old and weak pensioners can get pension every month.
The campaign will run in November 2024
To make this month-long Digital Life Certificate Campaign a success across the country, the Pension Department will be assisted by Pension Disbursing Banks, India Post Payments Bank, Pensioners Welfare Association, Ministries/Departments, UIDAI. DLC Campaign 3.0 will promote digital empowerment of pensioners with a view to accomplish this using face authentication technology along with other technological options.
Let us tell you that the DLC 1.0 campaign was organized in 37 cities in the month of November 2022, under which 35 lakh central government pensioners across India had deposited DLC. DLC Abhiyan 2.0 was organized in November 2023 at 597 places in 100 cities, under which 45.46 lakh central government pensioners had deposited their DLC. DLC Abhiyan 3.0 will be the biggest campaign till date and this time in November 2024, there is an attempt to submit the life certificates of all pensioners digitally.

The campaign will be monitored like this
DLC Abhiyan 3.0 will be monitored on the DLC Abhiyan portal on a real time basis. All pension disbursing banks will prepare campaign plans including camp locations/dates/nodal officers. Which will be shared on the DLC Abhiyan portal. Pensioner Welfare Associations will coordinate with pension disbursing banks to disseminate information to all pensioners. Central government pensioners, defense pensioners and EPFO pensioners can submit life certificates under the Digital Life Certificate running from 1 to 30 November.
