In the voting held at the 15-member UNSC for the draft resolution written by the USA and Ecuador, 13 countries voted “yes”, while Russia and China abstained.
In the adopted decision, it was stated that the Multinational Security Support Mission, approved upon the call of the Haitian government and UN Secretary-General Antonio Guterres, will contribute to the security of Haiti.
In the decision, it was stated that the mission would provide support to the Haitian National Police force, and that the mission, which has been given a period of 1 year for now, would take “necessary steps” in close cooperation with the Haitian government.
The resolution thanked Kenya for its offer to lead the mission and called on countries and organizations to participate.
Not a UN mission
Kenya, as well as the Bahamas, Jamaica, Antigua and Barbuda, announced that they would support the mission, which will be under UN authority but will not be a UN Peace Force.
In addition to the Haitian government, Guterres called on UNSC members and all contributing countries to establish a multinational force to support the Haitian National Police in his call last year.
Guterres stated that the people of Haiti were condemned to live in “a nightmare” and that the humanitarian situation in the country had reached terrible levels.
Underlining that the multinational force in question will not be the political or military force of the UN, Guterres noted that a “resilient security force” formed by member countries would provide support to the Haitian police.
In its report on Haiti, the UN announced that 3,500 people were killed and many kidnappings occurred between January and June as a result of gang violence.
