What is CEIR Portal?
Central Equipment Identity Register (CEIR) is a central database that stores identification numbers (such as IMEI) of mobile devices. It gives a unique identity to the SIM slot of every mobile device. CEIR’s database may contain multiple lists.
White List: List of phones that are allowed to register in the cellular network.
Black List:List of phones that are restricted from registering in cellular networks.
Gray List: The status of those devices which have not yet been decided whether they should be kept in white list or black list.
CEIR acts as a central system for all network operators to share information about blacklisted mobiles. Meaning if a device is blacklisted in a network, it will not work on other networks even if the SIM card of the device is changed.

Why is CEIR portal important?
CEIR is a centralized system. This system is used to manage and track lost or stolen phones by their IMEI number. This prevents phone theft and misuse of lost phones. CEIR portal helps in preventing mobile phone theft and locating lost phones. When a person loses his phone or it is stolen, he can block his phone using this portal, so that no other person will be able to misuse that phone.
How to block lost or stolen mobile
Anyone whose phone has been lost or stolen can request to block the IMEI of his phone with the help of the steps given below.
- In case of mobile loss or theft, lodge a report online by visiting the local police station or by visiting Lost Article Report on the official website. Don’t forget to take a copy of the report
- Now get the duplicate SIM card of lost or stolen mobile number from the respective telecom operator (eg, Airtel, Jio, Voda-Idea, BSNL, MTNL etc.). This is necessary because while making a request to block IMEI number, the new SIM has to be given as the primary mobile number (OTP will be sent to this number). Keep in mind that as per TRAI rules, SMS facility on reissued SIM gets activated after 24 hours. That means, wait for 24 hours till the OTP facility starts.
- Now www.cier.gov.in on the homepage of Block Stolen-Lost Mobile Go to the option and fill the form.
- Upload a copy of the report lodged at the police station or police web portal.
- Submit the mobile block form and save the request ID. The request ID can be used to check the status and unblock the IMEI in future when the mobile is returned.
- As soon as the lost or stolen mobile phone device comes in contact with the new mobile number, that number will be recorded in the traceability report.
This traceability report will be available to the police and you can also see it on Check IMEI Request Status.
If your mobile is traced, contact the concerned police station and get your mobile searched. - On finding the lost mobile, go to the homepage of CEIR and select the Un-Block Found Mobile option and unblock the mobile number.

What do CEIR figures say?
After the report on CEIR portal, more than 26 lakh (26,00,820) phones have been blocked so far. According to the data available on the official website, 15,57,628 mobiles have been traced. 3,11,562 stolen or lost phones have been recovered. That means the victims have got their lost phones back.
