A week after a victorious offensive by Azerbaijan, the separatists announce the end of the institutions from January 1, 2024.
The self-proclaimed Republic of Nagorno-Karabakh announced on Thursday September 28 its self-dissolution and that of all its institutions from January 1, 2024, a week after a victorious offensive by Azerbaijan after 30 years of conflict.
The decree of the leader of this enclave, Samvel Chakhramanian, announces the dissolution “of all government institutions and organizations (…) as of January 1, 2024”, and establishes that consequently “the Republic of Nagorno Karabakh (Artsakh) ceases to exist“.
Staying or returning to Nagorno-Karabakh
Last week, the Armenians of Nagorno-Karabakh suffered a military defeat in twenty-four hours which forced them to capitulate to Azerbaijan, a country from which they had seceded after the fall of the USSR, more thirty years old. Armenia, which supported this territory for these decades, did not intervene militarily this time, paving the way for the region’s reintegration into Azerbaijan.
The Armenian population of Nagorno-Karabakh began an exodus: around 65,000 people, or half of the approximately 120,000 residents, fled in a few days, for fear of being the target of Azerbaijani repression, despite promises from Baku to respect their rights .
In his decree dissolving the self-proclaimed republic, the leader of Artsakh (Armenian name for Nagorno-Karabakh) emphasizes that once the conditions for the return of the region under the control of Azerbaijan are known, the inhabitants and refugees will be able toindividually make the decision to stay or return to Nagorno-Karabakh“.
