In the midst of all this, Bharatiya Kisan Union leader Rakesh Tikait is continuously shouting against the BJP government at the Center and in UP. Tikait is calling this Mahapanchayat the beginning of Mission UP and Mission Desh. The Mahapanchayat is also important because the assembly elections in UP are due early next year. In Muzaffarnagar Mahapanchayat, DM, ADG, City Magistrate, Principal Secretary and Chief Minister informed everyone but are not giving permission! What is the danger to the government with respect to the farmer? I wanted to express my respect towards the farmers by showering flowers from the helicopter. I will not be able to accept flower garlands until we replace a government under whose rule flowers cannot be showered on farmers!’
‘Jat-Jatav-Muslim seem to be coming on one platform’
Siddharth Kalhans, a senior journalist who has a deep understanding of the political equations of UP, says, ‘The farmers’ movement has worked to get back the uprooted land of Rashtriya Lok Dal President Jayant Chaudhary. In the assembly elections, the RLD got one seat in the entire western Uttar Pradesh. Seats like Mathura and Baghpat were lost in the Lok Sabha elections. Jat farmers are mainly active in the peasant movement. By showing activism in this movement, Jayant Chaudhary has been able to reach closer to his main vote bank. In western UP, Jatav-Jats and Muslims are seen coming on one platform. All three have a deep relationship with each other due to agriculture. Jats are farmers, among Muslims there are Moola Jats, they are also farmers and the Jatavs working in their fields. To bridge the rivalry between Jat-Jatav, RLD took out Dalit Sadbhavna Yatras there. By creating such a social equation, the opposition in western UP has worked to strengthen itself.

Why is BJP taking the movement lightly?
2014 Lok Sabha, 2017 UP Vidhan Sabha and 2019 Lok Sabha elections. In the last three elections, West UP has taken the BJP hand in hand. In such a situation, BJP cannot take lightly the farmers’ movement against agricultural laws. Sanjay Pandey, a senior journalist who keeps a close watch on the politics of UP, says, ‘In three elections 2014, 2017 and 2019, it was seen that BJP sweeps Western UP. The main reason behind this was that there was a division between Jat-Muslim votes. It was the core vote bank of RLD. The farmers’ leaders who mainly come from the Jat community understand that you cannot tilt the BJP on the strength of Jats alone. BJP strategists are not raw players. They felt that if the peasant movement had massive public support, they would have accepted some of their demands. But the way the BJP is adamant on its stand, like recently in Karnal, Haryana, the SDM said that their heads should be broken. No major action was taken against him. These things are showing that the BJP internally feels that this movement is a movement of a few groups of farmers. Its roots are not deep and there is a movement of big farmers. This is what the BJP believes.

‘The movement will spread from the west to the east and central UP’
Political analysts believe that a new social equation is taking birth in western UP. Senior journalist Siddharth Kalahans says, ‘Kisan Mahapanchayat is a link before the assembly elections. Before the elections, we want to give a message from the West and then the political implications of this movement and the political message should be spread throughout the state. For the coming days, farmers’ organizations have released programs, a large part of them are also in eastern Uttar Pradesh, where such panchayats will be held. We will try to unite the anti-incumbency section on the issue of farmers. It is doing a lifesaving work for RLD. The intention expressed by Jayant Choudhary for showering flowers was that we are very much engaged with the farmers, in their advocacy and we want to welcome them. RLD has alliance with SP. It seems that Chandrashekhar Azad’s Azad Samaj Party, which has influence in the Jatav society, has also joined him. Mahan Dal active in many districts of western UP and Rohilkhand with which castes like Maurya, Kachi, Kushwaha, Kachwaha, Shakya, Saini and Mahato are associated. These are small farming communities. All these are either on the same platform or are coming. This has definitely strengthened the opposition alliance and is a big challenge for the BJP. In the coming days, the exercise to take this movement out of the west and bring it to the areas of East and Central UP will start.

Apart from Rakesh Tikait and Naresh Tikait, what is the tone of the leaders speaking in the Mahapanchayat will be important. How much do other Khap leaders speak against BJP. If a consensus emerges there and the start of a nationwide movement is announced in one voice and farmers gather in large numbers, it will definitely put pressure on the BJP. Because its message will go far and wide from western UP to eastern UP as well. Not only UP, it will go outside UP also. We should not forget that Rakesh Tikait also went to West Bengal. Tried to give the message that the government is anti-farmer. There are elections next year. Successful mahapanchayat, participation of Muslims, participation of all Khaps and protest against agricultural laws in one voice from the platform. If these things emerge, then there will be pressure not only on the Jat leaders of the BJP in western UP, but also on the BJP. Even if the agricultural laws are not withdrawn, but in such a situation, the decision to consider and amend those laws can be taken by the government.
