Dearness Allowance Arrears Payment, 8th Pay Commission, Old Pension Scheme: The increase in dearness allowance (DA) has been an important issue for central government employees. For the last few years, the issue of payment of outstanding installments of DA has also been connected in it. In fact, during the Coivd Pandemic, the government had stopped three installments of dearness allowance from January 2020 to June 2021, which employees are demanding to pay soon. But the government has been rejecting this demand till now. This matter is now hot once again.
The Central Employees Union (Confederation of Central Government Employees & Workers) has announced to intensify protests against the government on the issue of payment of outstanding installments of DA. Apart from this, employees are also demanding the early formation of the 8th Pay Commission (8th Pay Commission) and restoration of the old pension scheme (OPS).

Employees union adamant on demand for DA arrear payment
In a circular issued on 7 March 2025, the Central Employees Union has demanded the central government to accept many old demands including DA arrears. The organization says that due to the disinterest of the government, the employees are not getting their rights. Earlier, in the National Executive meeting of the Employees Union held on 8 February 2025, it was decided that on March 10 and 11, the employees will be prepared for the movement by organizing a gate meeting and general body meeting across the country. According to the union, it is very important to unite employees against the policies of the government so that they can raise their voice firmly for their rights.

What are the major demands of employees?
The Central Employees Union has included several important issues in its Charter of Demand. These demands have been raised mainly in this:

Formation of 8th Pay Commission (8th Pay Commission) – The Chairman of the new pay commission and other members should be appointed immediately.

Restoration of Old Pension Scheme (OPS) – The old pension scheme should be implemented by abolishing the new pension scheme (NPS).

Payment of outstanding installments of DA – Three installments of DA stopped during Coivd Pandemic.

The duration of deduction from pension should be reduced – The deduction made in pension of pensioners should be completed in 12 years instead of 15 years.

The limit of giving jobs on the basis of sympathy, after eliminating the limit of 5%, all eligible applicants should be given government jobs.

Ban on recruitment and privatization to vacant posts – vacant posts should be filled in all departments and privatization of government departments should be stopped.

Employees unions should be allowed to function democratically – employees should be allowed to create an organization independently and work for their rights.
What is the issue of da arrear?
Dearness allowance (DA) is amended every year in January and July. But in 2020, due to Coivd Pandemic, the government stopped the increase in DA for 18 months. During this time, three installments of DA of employees were outstanding. Now the employees unions say that the government should issue this outstanding DA as it is their right. However, the government is not ready to accept this demand till now.

Will the government pay DA arrears?
The government has made it clear on several occasions that payment of DA arrears is not possible. The government argues that due to the Coivd Pandemic, there was a lot of pressure on the economic situation and at that time the government had implemented several welfare schemes, which remained the economic impact even after 2020-21. However, the employees unions have made it clear that they will continue the struggle for their rights.
Now it will be interesting to see whether the government accepts this demand of employees or not. The central government has already said that it is not possible to pay DA arrears due to Coivd’s financial influence, but staff organizations are adamant on it and there is a possibility of protests on the issue in the coming days.
